NFSA Gujarat: Complete Guide to National Food Security Act Ration Cards
How the National Food Security Act works in Gujarat, who qualifies for a PHH or AAY ration card, what you're entitled to each month, and how to apply, check status, or complete e-KYC on the official portal.
NFSA Gujarat refers to how the state implements the National Food Security Act, 2013, a central law that makes subsidised foodgrain a legal entitlement rather than a welfare handout. In Gujarat, the Department of Food, Civil Supplies and Consumer Affairs runs the scheme through a statewide network of Fair Price Shops, most fitted with ePoS machines for Aadhaar-based verification. Eligible households get a Priority Household (PHH) card, giving 5 kg of foodgrain per person per month, or an Antyodaya Anna Yojana (AAY) card for the poorest families, giving a flat 35 kg per family per month. Both categories currently receive grain free of cost under the PMGKAY extension.

What Is NFSA Gujarat?
The National Food Security Act (NFSA), 2013 is a central law that converts access to subsidised foodgrain from a discretionary welfare scheme into a legal entitlement. Nationally, it covers up to 75% of the rural population and 50% of the urban population, roughly two out of every three people in India. NFSA Gujarat is the state's machinery for delivering that entitlement: identifying eligible households, issuing ration cards, running Fair Price Shops, and disbursing foodgrain every month.
In Gujarat, the scheme is administered by the Department of Food, Civil Supplies and Consumer Affairs, working through more than 15,441 Fair Price Shops, most of them automated with ePoS devices. Every transaction is verified using the cardholder's Aadhaar-linked biometrics, which is why keeping e-KYC current matters as much as holding the card itself.
NFSA Ration Card Categories in Gujarat
| Category | Who It Covers | Monthly Entitlement |
|---|---|---|
| AAY Antyodaya Anna Yojana | Poorest of the poor: widows, elderly with no income, disabled persons with no support, destitute households | 35 kg per family, flat rate |
| PHH Priority Household | Low-income families identified under state-approved inclusion criteria | 5 kg per person per month |
| NPHH Non-Priority Household | Households above the state's NFSA income and asset thresholds | Not covered under NFSA; Gujarat runs a separate state APL-1/APL-2 system |
Gujarat continues to use the terms APL-1 and APL-2 alongside PHH and AAY on some forms. If your card predates 2013, it may still show the old BPL label. Functionally, an old BPL card is treated the same as a PHH card once migrated into the NFSA database. For a full breakdown of every card type, see our new ration card Gujarat guide and APL to BPL ration card conversion guide.

Who Qualifies for NFSA in Gujarat?
Who Qualifies for a PHH Card?
There is no single fixed income number for PHH eligibility nationally, states identify Priority Households using a mix of income ceilings and exclusion criteria, meaning a household is left out if it owns certain assets, regardless of stated income. In Gujarat, a household is generally excluded from PHH coverage if any of the following apply:
- The family owns a four-wheeler motorised vehicle
- The household has an air conditioner
- Any member owns a computer or laptop with an active internet connection
- The family occupies four or more pucca rooms in urban areas
- The household holds three or more of: refrigerator, landline telephone, washing machine
If none of these exclusions apply and the family's income falls within the state-notified limit, it generally qualifies for a PHH card.
Who Qualifies for an AAY Card?
- Widows or single women with no regular income and no family support
- Elderly citizens, disabled persons, or terminally ill individuals with no one to support them
- Landless agricultural labourers, casual manual workers, and destitute households
- Households already on the state's AAY-eligible list drawn from SECC data
General Conditions That Apply to Both Categories
- Gujarat residencyThe applicant must be a Gujarat resident with valid proof of address.
- One card per householdNo member can be listed on an active ration card in any other state or household.
- Aadhaar seedingEvery member's Aadhaar must be linked to the ration card to draw the full entitlement.
- No excluded assetsThe household must not fall under any notified exclusion parameter.
How Much Foodgrain Will You Receive?
| Category | Quantity | Central Issue Price | Current Price to Cardholder |
|---|---|---|---|
| AAY | 35 kg per family per month, fixed | Wheat ₹2/kg, Rice ₹3/kg | Free, under PMGKAY extension |
| PHH | 5 kg per person per month | Wheat ₹2/kg, Rice ₹3/kg | Free, under PMGKAY extension |
| NPHH / State APL | Not covered by NFSA | Not applicable | Limited items at some Fair Price Shops, subject to state policy |
A family of five holding a PHH card is entitled to 25 kg of foodgrain a month (5 kg × 5 members). A family of any size holding an AAY card draws 35 kg, making AAY the better entitlement for very small households, while PHH scales better for large families. Many Fair Price Shops also distribute subsidised pulses and coordinate with maternal and child nutrition schemes for eligible households.

National-Level Status Check
Beyond the state portal, verify your household's NFSA listing directly on the central government's portal at nfsa.gov.in, under "Know Your Ration Card Details," a useful cross-check if your Gujarat application shows as processed but you want national-database confirmation.
Completing e-KYC
Your Fair Price Shop's ePoS machine authenticates every transaction against Aadhaar biometrics. If e-KYC has not been completed for any household member, that member's share may not be dispensed even if the card is otherwise active. Visit your FPS with the Aadhaar cards of all members, or complete seeding through your bank if the failure relates to Aadhaar-bank linkage rather than the ration card itself.
Documents Required
- Aadhaar card for every household member
- Proof of residence in Gujarat, or a domicile certificate
- Income certificate where applicable, see our income certificate Gujarat guide
- Surrender or de-linking certificate, if previously listed on another household's card
- Passport-size photograph of the head of household
- Bank passbook, for households linking benefits to DBT-based schemes
NFSA vs Gujarat State Schemes: What's the Difference?
NFSA is a central law, funded and defined by the Government of India, but implemented locally by each state's food and civil supplies department. Gujarat layers a few state-specific elements on top, including its own APL-1/APL-2 categories for households not covered under NFSA, and coordination with related welfare programmes such as the Gujarat welfare schemes directory, e-Samaj Kalyan Gujarat, and senior citizen pension scheme. Households already receiving NFSA benefits often qualify for these adjacent schemes too, since eligibility criteria overlap significantly.
