What Is Manav Garima Yojana?

Manav Garima Yojana is a self-employment scheme by the Government of Gujarat. It started in 1995. The Directorate of Scheduled Caste Welfare under the Social Justice and Empowerment Department runs it.

The name means "Human Dignity Scheme." That is the exact goal. It does not give a monthly cash handout. Instead, it gives you a trade-specific toolkit and a grant of up to Rs 4,000. You use them to start or grow a small business from your home or locality.

No bank loan is required. No repayment. No interest. The toolkit is free.

Gujarat Rural Industries Marketing Corporation Ltd. (GRIMCO) procures and distributes all toolkits. District-level Developing Caste Welfare offices manage day-to-day operations and eligibility checks.

Budget backing: The Gujarat Budget 2024-25 allocated Rs 59 crore for free self-employment toolkits under this scheme. An additional Rs 17 crore was set aside for self-employment kit distribution. The scheme is active, funded, and expanding.

Who Can Apply — Eligibility Criteria

Check every point before you apply. Missing even one condition will get your application rejected at the district office verification stage.

Condition 1

Gujarat Resident

You must be a permanent resident of Gujarat state. Domicile or residence proof is required.

Condition 2

SC or NTDNT Category

You must belong to the Scheduled Caste (SC) or Nomadic / De-notified Tribe (NTDNT) community. A valid caste certificate is mandatory.

Condition 3

Age 18 to 60

You must be between 18 and 60 years of age on the date of application. Age is verified through Aadhaar or birth certificate.

Condition 4

Income Below Limit

Rural applicants: annual family income must be below Rs 47,000. Urban applicants: below Rs 60,000. This is total family income — include all earning members.

Condition 5

Below Poverty Line (BPL)

You must belong to a BPL family or be among the poorest 10% of the population in your area. BPL ration card is the standard proof.

Condition 6

No Previous Benefit

If you or any family member already received benefits under this scheme, you cannot apply again. One benefit per family.

Condition 7

No Duplicate Scheme

You should not be receiving similar toolkit or self-employment assistance under any other government scheme at the same time.

What You Actually Get — The Toolkit

The toolkit is the main benefit. It is not a voucher or a cash transfer. GRIMCO physically procures and delivers trade-specific equipment directly to your address or your district office.

The scheme covers 28 trades. Each trade has its own kit. The tools inside match the actual work you will do. The toolkit value ranges from Rs 4,000 to Rs 5,000 depending on the trade and the procurement batch.

How to pick the right trade

Most applicants make a mistake here. They pick a trade randomly. That leads to an unused toolkit sitting in a corner. Pick based on three questions:

  • Existing skill: Have you done this work before? Even informally or as a helper? That counts. Mention it in the form.
  • Local demand: Is there demand for this trade in your village or ward? A barber in a village with no barber makes sense. A second tailor shop next to five others may not.
  • Space and setup: Some trades need just a table and chair. Others need more room or a power connection. Check what you can manage at home.
Vocational training helps. If you have a training certificate from an ITI, KVK, or district training centre, mention it and attach it to your application. It strengthens your case during field verification by the district officer.

Gather all documents before starting the online form. The portal does not save incomplete applications automatically. Missing any document means rejection at the verification stage.

How to Apply Online — Step-by-Step

The online process runs through the eSamaj Kalyan portal at esamajkalyan.gujarat.gov.in. This is the official portal for all SC / NTDNT welfare scheme applications in Gujarat. Use Google Chrome for best results.

    Register on eSamaj Kalyan portal

    Go to esamajkalyan.gujarat.gov.in. Click Citizen Login. Then select Please Register Here. If you already registered for another scheme on this portal, skip to Step 3.

    Fill registration details

    Enter your Aadhaar number, date of birth, caste category, email address, and mobile number. Create a username and password. Complete OTP verification on your mobile number.

    Log in to your account

    Use your registered username and password to log in. If you forgot your password, click "Forgot Password" and reset via OTP on your registered mobile number.

    Update your profile completely

    Go to the profile section. Fill in all personal details, family details, and address fields accurately. Every field in your profile must match your Aadhaar exactly — name spelling, date of birth, and address. Mismatches cause rejection at the verification stage.

    Select Manav Garima Yojana

    From the scheme list in the dashboard, find and select Manav Garima Yojana. The application form will open. Do not select Manav Kalyan Yojana by mistake — that is a different scheme for OBC applicants.

    Fill the application form

    Select your trade from the list of 28 trades. Enter your income details — total family income as on your income certificate. Fill all fields. Double-check income figures. An income figure that does not match your certificate causes automatic rejection.

    Upload all required documents

    Upload each document in the correct slot. JPG or PDF only. Each file under 200 KB. Open each uploaded file and check that text and details are fully readable before moving to the next field.

    Review, agree to terms, and submit

    Read through the complete application before submitting. Check every uploaded file one last time. Agree to the terms and conditions. Click Save Application. Then click Submit.

    Note your Application Reference Number immediately after submission. Screenshot or write it down. You will need it to track status and for any correspondence with the district office.

Offline application

If you do not have internet access, visit the Developing Caste Welfare office in your district. Carry printed copies of all required documents along with originals. Download the Manav Garima Yojana application form PDF from sje.gujarat.gov.in — it is free to download. Fill it in clearly, sign, and submit at the office. Collect an acknowledgement slip.

The application form PDF is free. Do not pay anyone to fill the form for you. Government-authorised Jan Seva Kendras can assist you without charging fees beyond the nominal service charge printed on the receipt.

How to Check Application Status

Once you have submitted, track your application online. You do not need to visit any office until the district asks you to.

    On the dashboard, click My Applications. Find Manav Garima Yojana in the list. The current status appears next to your application reference number.

    Submitted — received by the system, awaiting district review.
    Under Review — district office is verifying documents and field details.
    Approved — eligible confirmed, toolkit being arranged by GRIMCO.
    Dispatched — toolkit sent to your address or district office for pickup.

    If status shows Query Raised or Rejected, read the specific reason. Queries can usually be answered by uploading the correct document from your dashboard.

SMS notification: When your application is approved and the toolkit is dispatched, GRIMCO sends an SMS to your registered mobile number. Keep the number active throughout the process. If your mobile number has changed, update it in your portal profile before submission.

Application Window and Last Date

Manav Garima Yojana runs as an ongoing programme. Applications open at the start of each financial year in April. The exact last date for each cycle is announced on the official portal.

    Some district offices reject caste certificates that are older than three years. The validity varies by district.

    Photographs of documents taken in poor light or at an angle fail during document verification. The officer cannot confirm details.

    Aadhaar detail mismatch

    Name spelling, date of birth, or address on Aadhaar does not match what was entered in the form. Even a single character difference triggers a flag.

    Fix: Type the name exactly as it appears on your Aadhaar — character by character. Do not abbreviate initials or swap first and last names.

    Duplicate application

    Submitting more than once creates a duplicate profile. The system rejects both applications in some cases.

    Fix: Check your existing application status before submitting again. If your earlier application is pending, do not reapply — it will be treated as a duplicate.

    Wrong trade selection

    If you select a trade you have no experience in, the district officer may reject your case at field verification. They ask you to demonstrate basic knowledge of the trade.

    Fix: Select a trade you actually know. Even informal experience counts. Attach a vocational training certificate if you have one.
