What is Digital Locker (DigiLocker) for Gujarat Residents?
DigiLocker (at www.digilocker.gov.in or digitallocker.gov.in) is a free, cloud-based digital document wallet launched by the Ministry of Electronics & Information Technology (MeitY), Government of India, under the Digital India programme. Officially launched on 1 July 2015, it is hosted and maintained by the National Informatics Centre (NIC).
For Gujarat residents, DigiLocker stores all government-issued digital documents automatically when approved, income certificates, caste certificates, domicile certificates, driving licences, ration cards, GSEB marksheets, issued by Gujarat government departments. These documents are legally valid and equivalent to physical originals under Rule 9A of the IT Rules 2016 (notified February 2017).
As of December 2024, DigiLocker has issued over 9.4 billion documents and serves more than 43 crore (430 million) registered users across India.
How DigiLocker Works | The Two Key Sections
Every DigiLocker account has two distinct sections. Understanding this prevents confusion when looking for Gujarat documents:
Are DigiLocker Documents Legally Valid?
Yes | DigiLocker Issued Documents are legally equivalent to physical originals
Under Rule 9A of the Information Technology (Preservation and Retention of Information by Intermediaries providing Digital Locker Facilities) Rules, 2016, notified on February 8, 2017 (G.S.R. 711(E)), documents issued and shared through DigiLocker are at par with the corresponding physical documents. You can show your DigiLocker income certificate or caste certificate on a mobile screen at any government office, bank, university, or court. No physical copy required.

Income Certificate
Fetch using Aadhaar or DG application ID. Only available after approval on digitalgujarat.gov.in.
Caste Certificate
SC, ST, OBC, SEBC, EWS, NCL certificates approved via Digital Gujarat portal are auto-pushed here.
Domicile Certificate
Vas Praman Patra issued via Digital Gujarat portal is available after approval.
Driving Licence (DigiDL)
Fetch via "Sarathi" issuer with DL number. Legally valid for traffic police checks.

How to Access DigiLocker | 5-Step Guide
DigiLocker is available at digilocker.gov.in, Android Play Store, and Apple App Store, available on both Android and iOS (unlike the Digital Gujarat app).
Open DigiLocker at digilocker.gov.in
Go to www.digilocker.gov.in in Chrome or open the DigiLocker app. Verify the URL ends in .gov.in, third-party sites mimic DigiLocker to steal credentials.
Sign In or Sign Up
Existing users: Enter your registered mobile + 6-digit PIN + OTP. New users: Click Sign Up → enter Aadhaar-linked mobile → enter OTP → enter Aadhaar number → set 6-digit PIN → account activated.
Go to Issued Documents
Click Issued Documents on the dashboard (not DigiLocker Drive). This section lists all documents pushed to your account by government agencies linked to your Aadhaar.
Search for your issuing department
Search for the department: "Revenue Department Gujarat" or "Digital Gujarat" for income/caste certificates. "Sarathi" or "Ministry of Road Transport" for driving licence. "Gujarat Secondary and Higher Secondary Education Board" for GSEB marksheet.
Enter ID, fetch & download
Select the document type, enter the required ID (Aadhaar number, DL number, ration card number, etc.), and click Get Document. Once fetched, download as a legally valid digitally signed PDF. You can also share a secure link directly from DigiLocker.
Connection Between DigiLocker and the Digital Gujarat Portal
The Digital Locker quick link on the Digital Gujarat portal dashboard takes you to digilocker.gov.in the same DigiLocker. Certificates approved via Digital Gujarat are automatically pushed to your DigiLocker (same Aadhaar).

How to Upload to DigiLocker Drive (1 GB Personal Storage)
DigiLocker Drive is your 1 GB personal cloud storage for documents not yet available as issued documents (property papers, old certificates, medical records). Each file must be under 10 MB.
- Log in at digilocker.gov.in → go to DigiLocker Drive (or "Uploaded Documents").
- Click Upload File → select file from your device.
- Add document name and category.
- To make an uploaded document legally signed: select it → click eSign → your Aadhaar-based digital signature is applied, making it legally authenticated.
Common DigiLocker Issues for Gujarat Users & Fixes
Income/caste certificate not visible
Document not yet approved on Digital Gujarat portal, or Aadhaar differs between portals.
Check application status first
Log in to digitalgujarat.gov.in → check status. If "Approved", search DigiLocker for "Revenue Department Gujarat". Ensure same Aadhaar on both portals.
Cannot register — OTP not received
Mobile not linked to Aadhaar or number changed.
Update Aadhaar mobile first
Visit Aadhaar Seva Kendra with Aadhaar card to update mobile. Takes 1–7 days. Then register on DigiLocker.
Document fetch fails / "Try later"
High traffic or issuing department's server is temporarily down.
Try at off-peak hours + raise ticket
Try 6–9 AM or after 9 PM. Raise a support ticket at support.digitallocker.gov.in.
Forgot DigiLocker security PIN
Wrong PIN entered multiple times → account locked.
Reset via Aadhaar OTP
Click "Forgot PIN" → enter Aadhaar-linked mobile → enter OTP → set new 6-digit PIN.
Office not accepting DigiLocker doc
Office staff unfamiliar with digital document acceptance rules.
Show QR code + cite Rule 9A
DigiLocker docs have a QR code for live verification. Cite Rule 9A of IT Rules 2016 (G.S.R. 711(E)). Escalate to District Collector if refused. Carry a printed backup.
Driving licence not found
DL is issued via Sarathi/Parivahan, not directly under Gujarat Revenue.
Search "Sarathi" in Issued Documents
DigiLocker → Issued Documents → search "Sarathi" → enter DL number + DOB → fetch. Or use the mParivahan app for digital DL.

Yes. Aadhaar and an Aadhaar-linked mobile number are required to register on DigiLocker. If your Aadhaar has no mobile linked, update at uidai.gov.in or the nearest Aadhaar Seva Kendra (takes 1–7 days to reflect). Then register on DigiLocker.
DigiLocker provides 1 GB free personal cloud storage per account in the DigiLocker Drive section. Government-issued documents (Issued Documents) do not count against this limit, they are hosted by issuing departments and accessed via secure URIs. Each uploaded file must be under 10 MB.
Yes. The Digital Gujarat portal allows importing documents directly from DigiLocker during scholarship form filling, no need to download and re-upload. When prompted to upload income certificate or caste certificate, select the DigiLocker option. This works only if the document is already in your DigiLocker as an Issued Document (approved on Digital Gujarat portal).
