Why You Need This
The Non-Creamy Layer (NCL) Certificate is mandatory for OBC category students to prove they belong to the non-creamy layer (annual family income β€ βΉ8 lakh). Required for OBC post-matric and pre-matric scholarships on the Digital Gujarat portal, OBC reservation in central government jobs and educational institutions, and fee concessions at universities. Without a valid NCL certificate, OBC scholarship applications are considered incomplete.
How to Apply | Step-by-Step

Log in to the Digital Gujarat Portal
Visit www.digitalgujarat.gov.in and log in. New users: register first (5 minutes, free).

Go to Citizen Services and select the service
Click Citizen Services β select the certificate category β click Apply for the relevant certificate.

Fill in the form and upload documents
Complete all fields accurately. Upload required documents in PDF or JPG format, each under 200 KB. Ensure all details match your Aadhaar card exactly.

Submit and track
Submit and note your Application Reference Number. Log in to check status at any time. Once approved (7β14 days), download your digitally signed certificate β also available in DigiLocker.
Common Issues & Solutions
If your application is rejected or stuck: (1) Check the rejection reason on your dashboard, (2) Correct the issue β wrong document, expired certificate, or name mismatch with Aadhaar, (3) Reapply. For unresolved issues, call 1800-233-5500 or submit a grievance at digitalgujarat.gov.in/Grievance.
