What Is the CMSS Scholarship? (Full Form and Meaning)
CMSS stands for the Hon. Chief Minister Scholarship Scheme, known in Gujarati as Mukhyamantri Shishyavrutti Yojana. It is a Government of Gujarat scheme that helps students from the most economically and socially vulnerable families pay for higher education. The Education Department describes it as financial assistance for students from the most economically weaker sections, in effect since academic year 2014-15, and it is administered on the ground by the Knowledge Consortium of Gujarat (KCG) in Ahmedabad.
Unlike the big caste-based schemes on the Digital Gujarat portal, CMSS is deliberately narrow. It does not open the door to every student below an income line. Instead it names seven fixed categories of highly needy students, caps the family income at ₹4.50 lakh a year, and then awards a limited number of scholarships on merit. The benefit is tuition fee assistance: the lower of 50% of the annual tuition fee or a course-wise maximum that reaches ₹5,00,000 for medical and dental courses.
Because the scheme runs on its own site, scholarships.gujarat.gov.in, and not on the Digital Gujarat scholarship system, students often search for it with phrases such as “cmss scholarship login”, “cm scholarship status” or “cmss scholarship registration”. This guide answers all of those in one place, and links to our other Gujarat scholarship pages when you need the broader picture, such as the Digital Gujarat portal overview or the full list of Gujarat scholarship schemes.

CMSS Gujarat vs Other “CMSS” Results: Avoid the Wrong Portal
Search results for “cmss scholarship” are crowded because the same four letters are used elsewhere. Before you enter personal data anywhere, make sure you are on the right scheme.
- Gujarat CMSS (this page): Chief Minister Scholarship Scheme, portal scholarships.gujarat.gov.in, for Gujarat students in seven needy categories.
- Meghalaya CMSS: a separate Chief Minister’s Scholarship Scheme for Meghalaya residents, with a fixed annual award and no income ceiling. It has nothing to do with Gujarat.
- Central Sector Scheme of Scholarship (CSSS): a national merit-based scheme for college and university students applied for through the National Scholarship Portal. Some blogs wrongly label it “CMSS”.
- Unrelated “CMS” or “CMSS” portals: corporate staff portals, water-board status pages and medical-society sites share the abbreviation but are not scholarships.
- Digital Gujarat scholarships: the Pre-Matric, Post-Matric, SEBC, SC, ST and minority schemes use digitalgujarat.gov.in. See our Pre-Matric and Post-Matric guides for those.
The 7 CMSS Eligible Categories Explained
Only students who fall in one of the following seven categories should apply. The circular states plainly that students outside these categories should not apply, and you must upload a certificate from the competent authority for the category you select.
1. Girls from low-literacy talukas
Girls from talukas where the female literacy rate is below 50%.
2. Children of jawans
Children of jawans killed on duty or permanently disabled in war, terrorism or naxal incidents. Certificate from the Sainik Welfare Board officer.
3. Children of labourers
Guardian holds a labour card. Only the E-Nirman Card is valid for CMSS.
4. Disability (40% or more)
Guardian or the student has 40% or more disability. Competent officer’s disability certificate required.
5. Children of widowed women
Certificate of being a widow plus the father’s death certificate.
6. Orphans
Both parents have died. Death certificates or an orphanage certificate.
7. Divorced or abandoned women’s children
Court judgment proving separation, or an affidavit on ₹300 stamp paper for an abandoned (tyakta) woman.
Note that CMSS is not restricted to SC, ST or OBC students. A student of any caste can qualify if they fit one of the seven groups. Several college pages also summarise the rule as parents who have passed away or who hold an e-Shramik or E-Nirman card, which matches categories three, five and six. If your caste certificate is part of your documents, our Gujarat caste certificate guide shows how to get it. For the death records of a parent, see the death certificate guide, and for a disability certificate see this step-by-step page.
CMSS Scholarship Eligibility Criteria 2026-27
Who counts as a Fresh student
You apply as a Fresh student if you passed Std-10 or Std-12 in the relevant year and took admission in the first year of a diploma or degree, or if you passed a diploma and took admission in the first or second year of a degree. For the 2025-26 circular that meant passing in March or April 2025 and entering a course in 2025-26. The Fresh route requires you to meet all of these conditions:
- You belong to one of the seven categories and hold the supporting certificate.
- You are the child of a guardian whose family annual income is up to ₹4.50 lakh.
- You secured admission in an eligible course (listed in the amount section below).
- You hold an Aadhaar-seeded account in a scheduled bank.
- You are a resident of Gujarat studying in Gujarat.
Who counts as a Renewal student
If you received CMSS assistance in the previous year, you must apply as a Renewal student. Renewal is not automatic. The circular recognises first, second, third and fourth renewals, which correspond to the second, third, fourth and fifth year of study.
| Application type | Meaning |
|---|---|
| Fresh | First-year assistance |
| First renewal | Second-year assistance |
| Second renewal | Third-year assistance |
| Third renewal | Fourth-year assistance |
| Fourth renewal | Fifth-year assistance |
Renewal standards are simple but strict: at least 50% marks in the exam of the year in which you received the scholarship, at least 75% attendance as per your institution’s policy, certified by the institution, and family income still up to ₹4.50 lakh. Our general scholarship renewal guide covers the Digital Gujarat schemes, while this page covers CMSS specifically.
Is there a minimum percentage for Fresh applicants?
Several blogs claim a flat 60% requirement in Std-10 and Std-12. The 2025-26 circular we reviewed does not set a single cut-off for fresh applicants. It ranks eligible students on merit within a fixed number of seats, with the merit basis changing by course (NEET marks, Std-12 PCB marks, diploma result, Std-10 marks and so on). In practice, a higher score simply improves your chance of a seat. Because this can differ between years, read the current-year instructions on the portal before you apply.
Income Limit and Income Certificate Rules
The guardian’s family annual income must be up to ₹4,50,000. The income certificate must be issued by the office of the Mamlatdar, Taluka Development Officer or Talati-cum-Mantri and must show the parents’ income. The circular adds an important detail for renewal students: an income certificate is valid for three financial years from the date it was obtained. If your certificate is completing three years in the current year, get a new one immediately, otherwise your renewal will be rejected.
Not sure where to apply? Our income certificate guide lists the process, and the Mamlatdar offices directory helps you find the correct office. If you already hold a valid certificate in your DigiLocker, see the Digital Locker Gujarat page to retrieve it quickly.
CMSS Scholarship Amount and Seats by Course
CMSS pays 50% of the annual tuition fee or the maximum fixed for your course, whichever is lower. That means the cap is a ceiling, not a guarantee. A student with a low tuition fee receives half of that fee even if the cap is higher. The seat numbers below show how competitive each stream is.
| Course | Merit basis | Seats | Maximum per year |
|---|---|---|---|
| Medical and Dental (MBBS, BDS) | NEET marks | 250 | ₹5,00,000 |
| Ayurved, Homeopathy | NEET marks | 200 | ₹1,00,000 |
| Nursing, Physiotherapy, other para-medical | Std-12 PCB theory marks | 50 | ₹1,00,000 |
| Engineering / Technology / Pharmacy, diploma to degree | Diploma result | 310 | ₹1,00,000 |
| Engineering / Technology / Pharmacy, degree | Admission Committee rules | 570 | ₹1,00,000 |
| Diploma | Std-10 result | 120 | ₹50,000 |
| Other courses such as B.A., B.Com, BCA, BBA | Std-12 Science (PCM) marks | 300 | ₹10,000 |
| Other courses, Science PCB | Std-12 Science (PCB) marks | 100 | ₹10,000 |
| Other courses, Commerce and Arts | Std-12 result | 600 | ₹10,000 |
Adding the seat column gives roughly 2,500 scholarships, matching the figure quoted by the Education Department. For the nursing and para-medical row, the circular leaves the maximum column blank in some prints, and secondary summaries show ₹1 lakh for professional courses in this band, so confirm the figure for your course on the portal.
Beyond tuition aid, some summaries mention hostel or book support. The 2025-26 circular describes the benefit as tuition fee assistance, so plan around that unless the current notice says otherwise. Students who also qualify for other schemes should compare options in our MYSY scholarship guide and the EBC and EWS scholarship page.
CMSS vs MYSY: Which Gujarat Scheme Is Right for You?
Many students confuse the two chief-minister schemes. They are separate schemes, with separate portals and separate rules.
| Point | CMSS | MYSY |
|---|---|---|
| Target group | Seven fixed needy categories | Meritorious students above a score cut-off |
| Entry marks | Merit rank within seats | For diploma entrants, 80 percentile or more in Std-10; NEET basis for MBBS |
| Income limit | ₹4.50 lakh | Set by MYSY rules |
| Portal | scholarships.gujarat.gov.in | mysy.guj.nic.in |
| Verification | Compulsory Help Centre visit | As per MYSY instructions |
A Gujarat government order allows CMSS students to receive MYSY benefits as well, but the eligibility for MYSY is independent. If you are unsure, read our detailed MYSY page first and then compare. Students pursuing a free-device scheme can also see the free tablet yojana.

Upload format and size
Scan your originals and upload them with the online form. Documents are uploaded as images in JPEG or JPG format, with a maximum of 512 KB for a .jpg/.jpeg file and 1 MB for a .pdf file. Compress heavy scans before uploading, and make sure every page is readable. Wrong or blurred documents are a common reason for the “pending” status.
CMSS Registration Rules: Get These Right the First Time
The circular warns that if you register with the wrong number or wrong information, no change will be made and the application can be rejected. Follow these rules carefully.
- Register using your Std-10 or Std-12 seat number. For diploma-to-degree, use the diploma enrolment number.
- Write your name exactly as on the original marksheet.
- Do not use spaces or special characters in the seat number.
- Enter the passing year exactly as printed, for example 2025.
- Give your own active mobile number. Important SMS alerts arrive on it for the entire course.
- Type your 12-digit Aadhaar number only after verifying it.
- Enter your ration card number and your member ID after checking the card.
- Write bank details exactly as per the passbook.
- Give an active email ID.
- Write the percentage printed on your marksheet, or calculate it as per board or university rules if it is not printed.

For a broader walkthrough of how Gujarat scholarship portals work, our how to apply guide explains the common stages, and the registration page and login page cover the Digital Gujarat system. If you are applying from a city, we also publish local pages for Ahmedabad, Surat and Vadodara.
If you face registration or login problems
Fresh students who cannot register should email the scheme office with the admission letter, Aadhaar card and the 10th, 12th or diploma marksheet. Renewal students who cannot log in should send the admission letter, Aadhaar, marksheet of the earlier year, the original Std-10, Std-12 or Diploma marksheet and the previous year’s student status. A renewal student whose mobile number has changed must visit the Knowledge Consortium of Gujarat office in person in Navrangpura, Ahmedabad, before the application window closes.
CMSS Scholarship Login: Forgot User ID or Password?
“CMSS scholarship login” is one of the most searched phrases for this scheme. The login page is on the official portal, and you sign in with the User ID and password received on the registered mobile number. Common login issues include entering a seat number with spaces, using a different mobile number than the one registered, and attempting to register again as a renewal student. Do not create a second registration; contact the helpline or email the office with your documents so that your original record can be fixed. Keep your credentials safe, because you will need them every year for renewal and for checking status.
Help Centre Verification: The Step Most Students Miss
This is the single most important instruction in the circular. After applying online you must go to a Help Centre within 7 days and get your documents verified. If you do not, the online application is cancelled automatically and you are treated as if you never applied that year.
- More than 350 Help Centres operate across Gujarat. Their list is on the portal.
- Choose the Help Centre linked to your course.
- Carry original certificates plus self-attested copies.
- Submit one printed set of the application and documents.
- Insist on the Acknowledgement Receipt and keep it safe.
- Visit only on working days during office hours.
CMSS Scholarship Renewal Process
To renew, log in with your existing User ID and password (do not register again), click Renewal Application, fill in the details, upload documents and the current income certificate, print the form and get it verified at the Help Centre. The three academic rules are 50% marks in the previous year’s exam, 75% attendance certified by your institution, and income within ₹4.50 lakh. Combine this with the general renewal checklist if you also hold a Digital Gujarat scholarship.
What if your result has not been declared? (Annexure-7)
The circular lets renewal students apply on time even without a result by uploading the Annexure-7 self-declaration. You can use it when:
- The university or college held the exam late or has not held it.
- You have an ATKT, a retest is pending or the retest result is awaited.
- You applied for rechecking or reassessment and the result has not come, or it improved but you have not received it.
- You have the online result but not the hard copy.
- The head of the institution has not issued the renewal certificate.
- Any other document is missing for a genuine reason.
Upload Annexure-7 before the last date, and also upload it in place of the head-of-institution renewal certificate. When the marksheet arrives, upload it online within 7 days along with the institution’s certificate and get it verified at a Help Centre.
Bank Account and Aadhaar Seeding for DBT
CMSS payments go straight to your account by Direct Benefit Transfer. You need an account in a scheduled bank with your Aadhaar number linked (seeded). If the Aadhaar number is not linked, the assistance will not be credited. You can check seeding status on the UIDAI resident login, and if it is missing, take your Aadhaar copy to the bank and get it linked. Also make sure the name on the passbook matches the name in your application.
How to Check CMSS Scholarship Status
- Open scholarships.gujarat.gov.in.
- Log in with your User ID and password.
- Open Student Status to see where your application stands.
If the status shows pending, use “Upload pending document now”. If “Other” is pending, select Other and upload only what the office asked for in the Remarks column. If the same document keeps being requested, visit the Help Centre, the department office or the KCG office in person. For a comparison with other Gujarat portals, see our scholarship status page.
CMSS Selection Process and Merit
CMSS is not a scheme where every eligible applicant is paid. The process works in four stages:
- You apply online as Fresh or Renewal.
- You get documents verified at a Help Centre and collect the Acknowledgement Receipt.
- The office reviews verified applications and may ask for additional documents on result or income.
- Merit is calculated course-wise, and approvals are made within the fixed seats.
The same merit criteria apply to Fresh and Renewal applications. If you are not selected in one year, check whether you qualify for the Digital Gujarat schemes such as the SEBC post-matric scholarship, the Dr. Ambedkar post-matric scholarship or the minority scholarship.
Common Reasons for CMSS Rejection and How to Avoid Them
| Reason | How to avoid it |
|---|---|
| Wrong details at registration | Match every field to the marksheet and Aadhaar. Corrections are not allowed later. |
| No Help Centre verification | Visit within 7 days and collect the receipt. |
| Not in the 7 categories | Apply only if you fit a category and hold its certificate. |
| Aadhaar not seeded | Link Aadhaar to the account before applying. |
| More than 3 wrong uploads | Upload the exact document requested; check size and clarity. |
| Ignored document request | Respond within the three chances given on your mobile number. |
| Expired income certificate | Replace it once it is three financial years old. |
| Wrong labour card | Use only the E-Nirman Card. |
| Missed deadline | Apply early; no representation is accepted afterwards. |
Expert Tips to Improve Your CMSS Chances
- Apply in the first week. Early applicants have time to fix document queries before verification closes.
- Keep every certificate current. Income, caste and disability certificates should be valid on the day you apply.
- Scan once, properly. Use a flatbed scanner or a good scanning app, and compress files under 512 KB for JPG.
- Know your merit basis. Medical and Ayush ranks depend on NEET; nursing on Std-12 PCB theory; diploma on Std-10. Scoring well in these exams is the real lever you control.
- Track status weekly. The office can ask for more documents, and you only get three chances.
- Save PDFs of everything. Keep your application print, receipt and SMS messages until the course is complete.
- Do not rely on agents. The process is free and the portal is self-service.
CMSS Helpline, Email and Office Address
The helpline in the circular is 7043333181, available from 10:30 to 18:00 on working days. The office is the Knowledge Consortium of Gujarat (KCG), opposite PRL, next to L.D. College of Engineering, Navrangpura, Ahmedabad. For certificate-related problems, the right local offices are the Mamlatdar or Taluka Development Officer, which you can find in our Mamlatdar offices directory. CMSS Scholarship FAQs
CMSS stands for the Hon. Chief Minister Scholarship Scheme, also called Mukhyamantri Shishyavrutti Yojana. It is a Gujarat Education Department scheme, run through the Knowledge Consortium of Gujarat (KCG), that pays tuition fee assistance to students from seven fixed highly needy categories whose family income is up to ₹4.50 lakh a year. Selection is on merit within a fixed number of seats per course.
In Gujarat, CMSS means Chief Minister Scholarship Scheme (Hon. Chief Minister Scholarship Scheme). Other states and organisations use the same four letters for unrelated programmes, so always confirm the portal is scholarships.gujarat.gov.in.
The payable amount is 50% of the annual tuition fee or the course-wise maximum, whichever is less. Maximums are ₹5,00,000 for Medical and Dental; ₹1,00,000 for Ayurved, Homeopathy, Nursing, Physiotherapy, para-medical and Engineering, Technology and Pharmacy (including diploma-to-degree); ₹50,000 for Diploma; and ₹10,000 for other higher-education courses such as B.A., B.Com, BCA and BBA.
A Gujarat student who belongs to one of seven categories (girls from talukas with female literacy below 50%; children of jawans killed or permanently disabled on duty; children of labourers holding an E-Nirman Card; children of guardians with 40% or more disability or students with 40% or more disability; children of widowed women; orphans; children of divorced or abandoned women) and whose guardian’s family income is up to ₹4.50 lakh.
For the 2025-26 cycle, the last date for Fresh, Renewal and Delayed applications was 14 August 2026 up to 6 PM, with Help Centre verification by 21 August 2026. At the time of writing (21 October 2026) the 2026-27 schedule has not been published, so keep checking the official portal notice board.
Family annual income must be up to ₹4.50 lakh. The certificate must come from the Mamlatdar, Taluka Development Officer or Talati-cum-Mantri and is valid for three financial years from its issue date.
About 2,500 scholarships are awarded each year, split by course: 250 Medical and Dental, 200 Ayurved and Homeopathy, 50 Nursing, Physiotherapy and para-medical, 310 diploma-to-degree engineering, 570 degree engineering, technology and pharmacy, 120 Diploma, and 1,000 across other higher-education courses (300 + 100 + 600).
Register at scholarships.gujarat.gov.in with your Std-10, Std-12 or Diploma seat number, receive your User ID and password by SMS, log in under Fresh Application, fill the form, upload documents, print it and get it verified at your nearest Help Centre within 7 days, collecting the Acknowledgement Receipt.
Yes. An online application that is not verified at a Help Centre is automatically cancelled and treated as if you never applied. The Acknowledgement Receipt is also compulsory, because only verified applications move to merit-based approval.
Students who received CMSS in the previous year must apply as Renewal students, up to the fourth renewal (fifth year of study). You need at least 50% marks in the previous year’s exam, at least 75% attendance certified by the institution, and family income still within ₹4.50 lakh.
Yes. Upload the Annexure-7 self-declaration before the last date, then upload your marksheet within 7 days of receiving it and get it verified at a Help Centre. No representation is accepted after the deadline.
A Gujarat government order allows CMSS students to also receive MYSY benefits, but MYSY has its own eligibility rules, such as a 80 percentile cut-off in Std-10 for diploma entrants. Read our MYSY guide and confirm on the official portals before relying on both.
Log in at scholarships.gujarat.gov.in with your User ID and password and open Student Status. If a document is pending, use “Upload pending document now”, and for “Other” read the Remarks column and upload only what the office asked for.
The helpline listed in the circular is 7043333181, available 10:30 to 18:00 on working days. The scheme office is the Knowledge Consortium of Gujarat, opposite PRL, next to L.D. College of Engineering, Navrangpura, Ahmedabad.
Common causes are wrong details at registration, wrong or mismatched documents (more than three wrong uploads cancels the application), missing Help Centre verification, an expired income certificate, Aadhaar not seeded to the bank account, a labour card other than E-Nirman, or missing the deadline.
No. Meghalaya runs its own Chief Minister’s Scholarship Scheme for its residents, and the Central Sector Scheme of Scholarship for college and university students is a different national programme abbreviated CSSS. This page covers only the Gujarat CMSS.
